As with most all of the island, the water is very shallow and has sea grass. The beach itself is soft white sand. The reef is 1/3 mile of shore and you can take our kayaks out there to snorkel - there is a mooring right at the reef across from La Perla.

The water taxi is definitely the way to go. San Pedro is quite a small town, and the water taxi is only two or three blocks away from the airstrip. When I booked at La Perla, they have it all arranged for us, so our taxi driver showed up at the airstrip, drove us the three blocks, and loaded everything for us onto the water taxi. I tipped the guy a few dollars. He also asked us whether or not we needed to go grocery shopping beforehand - you should totally do it, as supplies in town are cheaper than up north.
I don't imagine you need much transportation minus going into town - the water taxi is I think $11US per person each way, but we sometimes just got a whole boat for $40 each way. The town itself is very small - just a few blocks wide and maybe a mile or two long, and walking is definitely the way to go. You can rent a golf cart for $40 or so a day, I believe, but road conditions are spotty in town, and definitely poor outside of town.
The road, while passable by golf cart, is definitely not recommended. A golf cart rental comes out to about $40 or so a day, if I saw correctly. If you are worried about getting groceries and such, do get them at SuperBuy or any other grocery store on the way in. The taxi driver who meets you at the airstrip will gladly take you on the way to the boat that will take you to the resort.
I will admit that I initially was afraid of the cost of the water taxi ($11/person/trip), but I ended up spending very little time in town anyway. Chartering a whole boat is $40, so if you have more than 4 people it makes sense. Almost all of the side trips involved trips into town, which the tour company gave us a boat ride to for free, so we got a few trips into town that way.
